Postmortem of the Subject of : Doctor to patient ratio in India

August 2021, NITI Aayog member Dr Vinod Paul said the following in the online dialogue organized by the Department of Science & Technology (DST) Azadi Ka Amrit Mahotsav Discourse Series New India @ 75 :

India is well on the path to having one doctor per thousand population by 2024, which is the World Health Organization (WHO)-recommended doctor to population ratio

February 2020, In Answer to STARRED QUESTION NO: 90, Goverment informed Lok Sabha :

Medical Council of India (MCI) informed that there are a total 12,01,354 allopathic doctors registered with the State Medical Councils/Medical Council of India as on 30th September, 2019. Assuming 80% availability, it is estimated that around 9.61 lakh doctors may be actually available for active service. It gives a doctor-population ratio of 1:1404 as per current population estimate of 1.35 billion against the WHO prescribed ratio of 1:1000.

August 2019, Press release of the Ministry of Health and Family Welfare said :

India has a doctor-population ratio of 1:1456 as compared with the WHO standards of 1:1000

From these three 0fficial data, Following two things are clear :-
(1) WHO recommended 1 Doctor par 1000 population, 1 :1000 in ratio
(2) India have lesser doctor than recommendation by WHO

But here I want the readers to point out some interesting thing - Notice closely, In all above mention information, Goverment considered the allopathic doctors only in the calculation of the Doctor to patient ratio and so the WHO consider so. Now, Let me move reader towards the real game of numbers.

In this current winter session, MP of the Lok sabha , Mohanbhai Kalyanji Kundariya and Dipsinh Shankarsinh Rathod asked the following Question in Lok sabha :-

(a) the details of existing doctor-patient ratio in the country;
(b) whether this ratio is as per the parameters of World Health Organization, if so, the details thereof and if not, the reasons therefor;
DR BHARATI PRAVIN PAWAR, Minister of State for Ministry of Health Answered the following on 10.12.2021

As per information available, there are 13,01,319 allopathic doctors registered with the State Medical Councils and the National Medical Commission (NMC) as on November, 2021. The doctor-population ratio is 1:834 in the country assuming 80% availability of registered allopathic doctors and 5.65 lakh AYUSH doctors.

Note, here MPs Asked about the Doctor to patient ratio as per the WHO standard. As I mentioned above, WHO and Also Goverment of India do not consider the AYUSH doctors in the calculation of the WHO prescribed doctor to patient ratio. But here Minister include the AYUSH doctor to calculate Doctor to patient ratio.

More interesting is, When you considered the AYUSH doctors in calculation, India have 1 doctor per 834 people which is much better than the recommende by the WHO.

This is not end of story...wait wait...

As per the Health Minister, India have 1 doctor per 834 people than why NITI Aayog member Dr Vinod set the target of the Year 2024 to achieve the WHO recommended figure of the 1 doctor per 1000 people ?
