Union Finance Minister Nirmala Sitharaman said this on 21 may 2022 -

This year, we will give a subsidy of Rs 200 per gas cylinder (upto 12 cylinders) to over 9 crore beneficiaries of Pradhan Mantri Ujjwala Yojana.

Prime Minister Modi also tweeted on this and said :

Finance minister said "we will give subsidy..." which generally means that goverment of india will provide subsidy to beneficiaries of Pradhan Mantri Ujjwala Yojana. But who in government made the decision to provide a subsidy? I've done best I can to find the answer, but I still can't. Here is journey to get the info.

I have file RTI to the Ministry of Petroleum & Natural Gas ( MOPNG) on 22 December 2022 and sought the information in point 7 of the RTI that -"Provide the minutes of meeting in which the decision was taken to provide Rs.200 subsidy per cylinder to the Pradhan Mantri Ujjwala Yojana consumers". MOPNG transferred the RTI to the Department of Revenue for that.

But it has been more than 60 days and yet I do not received any information. My RTI has made rounds of many departments of the goverment of India but none have any information. Here is he journey of the my RTI :

>> On 4 Jan 2023 - Ministry of Petroleum & Natural Gas (MOPNG) transferred it to Department of Revenue (DOR) -

>> On 5 Jan 2023 – DOR transferred it to Central Board of Excise and Customs - Central Excise. (CBECE)

>> On 11 Feb 2023 – CBECE transferred back to DOR

>> On 15 Feb 2023- DOR transferred to the Central Board of Excise and Customs - Central Customs ( CBECC)

>> On 20 Feb 2023- CBECC transferred it to Department of Chemicals & Petrochemicals (DOCPC)

>> On 20 Feb 2023 – DOCPC transferred it back to the MOPNG.

I sent an email to every concerned officer engaged in the transfer game of the RTI on February 20 because I was exhausted of this transfer game. I also include the MOPNG and DOR secretaries in the CC. I hoped that this would put an end to the transfer game and enable me to obtain the information I was looking for. But I was wrong. Transfer game remain continue today also.

Today ( 22 Feb) officers begun the second round of the cycle of the transfer game. MOPNG, where I first filed my RTI in December 2022, has now again transferred the RTI to DOR, just as they did on January 4, 2023. The only difference this time is that, With DOR , MOPNG also transferred the RTI to other desk of the MOPNG also.

So the question is - Does no one in the union government know that who have made decision to give Ujjwala customers a Rs. 200 subsidy?

The objective of this blogpost is to name and shame bureaucrats. By playing such transfer game, thy are not just delaying and denying the transparency and accountability but they are also wasting the time and resources of the government. When the World largest democracy of the word celebrating the "Amrit Kaal", this need to be stopped.
