On 19 April 2023, The Union Cabinet approved the National Quantum Mission (NQM) at a total cost of Rs.6003.65 crore from 2023-24 to 2030-31, aiming to seed, nurture and scale up scientific and industrial R&D and create a vibrant & innovative ecosystem in Quantum Technology (QT).

But do you know that, National Quantum Mission announced in the budget speech of February 1, 2020. Cabinet took 3 years and 3 months to passed it in April 2023. Here is the paragraph 64 of the Budget speech of 2020-21 :
It is proposed to provide an outlay of 8000 crore over a period five years for the National Mission on Quantum Technologies and Applications.
It is not just delay of the 3 years but many things have changed between the announcement made in Budget speech and cabinet sanctioned scheme. Let First read both together :

Let Find the different in both. To make easy for the reader, I have marked the few words in yellow color. So, followings are the things that have changed between the announcement and scheme sanctioned by the cabinet :
Announced budget was Rs.8000 cr which is reduced to 6003 cr.
Announced duration of the Scheme was 5 years which extended to 7 years ( 2023 to 2030)
Goverment Announced it in February 2020 for 5 years, so it likely to complete in Year 2025. But Goverment taken 3 years to get cleared from cabinet and cabinet clear it for the 7 years. Mean this mission likely to get complete in 2030.
On 19 April 2023, When I saw the cabinet ministers celebrating the passing of the National Quantum Mission (NQM) on twitter, I was in shocked. How can one celebrate the delay and Budget cuts? But later I calmed myself as I have no experience of the Amrit Kaal.
